I think the New Orleans experience is worth doing once (in your youth/young adulthood). I wouldn't do it now.
But Bolivia is more traditional: parades with traditional dancing troupes in traditional costumes, certain foods, maybe fireworks of the homemade variety, much more 'cultural.'
New Orleans is basically one big street party with floats and people on the floats throwing beads at the people on the sidewalks and street corners. And lots of music and dancing and very graphic public displays of affection and drunkenness. Families do come during the day and at certain routes by certain crewes but after dark it's kind of a free for all.
